South Eastern Coalfields Ltd. (SECL), a subsidiary of Coal India Ltd., has submitted its Draft Red Herring Prospectus (DRHP) to the Securities and Exchange Board of India (SEBI) for an initial public offering (IPO). This offering is structured entirely as an offer for sale (OFS), with no new shares being issued. Coal India aims to divest up to 66.81 crore shares of SECL through this public offering.

The IPO is designed to allocate approximately 35% of the shares for retail investors, while a 5% reservation is set aside for employees. Additionally, a special 10% allocation is designated for eligible shareholders of Coal India, enhancing the offering's appeal to various investor segments. According to reports, this IPO could potentially generate up to $800 million in capital, reflecting strong investor interest.

The move to list SECL is part of Coal India's broader strategy to unlock value from its subsidiaries by introducing them to the stock market. This initiative follows a directive from the Ministry of Coal, which prompted Coal India to take actionable steps towards public listings. Another subsidiary, Mahanadi Coalfields Ltd. (MCL), has also filed for an IPO, indicating a trend towards increased market participation by Coal India’s subsidiaries.

SECL is recognized as one of Coal India's largest subsidiaries and a major player in the coal production sector in India, with mining operations across Chhattisgarh and Madhya Pradesh. As of April 1, 2022, SECL operated 67 coal mines, including 41 in Chhattisgarh and 26 in Madhya Pradesh, with a mix of underground and opencast mining operations. For the financial year ending March 31, 2026, SECL reported revenues of approximately ₹33,000 crore and a net income of ₹4,755 crore, underscoring its financial robustness.

The upcoming IPO is expected to contribute to India's expanding public offering landscape as companies increasingly seek to engage domestic investors and capitalize on the growing capital markets. With leading financial institutions such as SBI Capital Markets Ltd. and ICICI Securities Ltd. appointed as book-running lead managers, SECL's IPO is poised to attract significant attention from the investment community.
