In a significant move to enhance outdoor advertising opportunities, the Maharashtra Maritime Board (MMB) has announced 19 tenders aimed at developing advertising infrastructure across Mumbai's waterfront, jetties, and bridges. This initiative, which falls under the Government of Maharashtra's Home Department, seeks to attract advertising agencies to secure licenses for both floating advertising barges and illuminated hoardings in various prime locations, including Juhu Beach, Worli, and the Bandra–Worli Sea Link.

The tenders, dated September 2026, are structured under a Design, Build, Finance, Operate and Maintain (DBFOM) model, allowing selected agencies to manage the entire lifecycle of the advertising structures. Of the 19 tenders, ten focus on floating advertising barges, while the remaining nine pertain to conventional illuminated hoardings. Collectively, these tenders propose 29 advertising structures across the identified sites, significantly expanding the advertising landscape in the Mumbai Metropolitan Region.

Among the ten locations designated for floating advertising barges are notable sites such as Juhu Beach and Worli Jetty. Each of these locations will feature single-faced illuminated barges, with additional sites including Vashi Bridge and Vasai Creek. The board has outlined plans for a total of 15 illuminated floating barges, enhancing visibility along Mumbai's coastline and connecting transport corridors.

In addition to the floating structures, the MMB has also opened tenders for illuminated back-to-back hoardings at nine locations, including Marve Jetty and Carter Road. This initiative aims to create a diverse advertising inventory that caters to both local and visiting audiences, with a total of 14 hoarding structures planned across various sites.

The licensing period for these advertising opportunities is set for a maximum of ten years, with an initial six-month period allocated for obtaining necessary approvals. Licensees will begin incurring fees from the seventh month, with annual increases of 10%. This structured approach not only aims to monetize maritime assets but also presents a unique opportunity for outdoor advertising agencies to expand their reach beyond traditional roadside locations, tapping into the vibrant coastal and maritime environment of Mumbai.
