In Nagpur, the rise of unauthorized firecracker stalls ahead of Diwali has raised significant safety concerns. These makeshift shops, often constructed from combustible materials, are being set up on footpaths and roadsides, posing a serious risk of fires and explosions in densely populated areas.

The Nagpur Municipal Corporation (NMC) has responded to this alarming trend by issuing two directives aimed at curbing these violations. In a letter dated October 30, municipal commissioner Vipin Itankar highlighted complaints regarding the operation of temporary firecracker outlets near sensitive locations such as schools, hospitals, and religious sites. The NMC has called for strict adherence to the Bombay High Court’s 2016 ruling and the Explosives Rules of 2008, emphasizing the need for police to review and act against any violations.

Furthermore, the NMC clarified that a no-objection certificate from its fire department does not equate to legal permission to operate a firecracker shop. The responsibility for ensuring compliance with safety regulations lies with the licensing authorities, who must verify the suitability of locations for such businesses.

In a separate directive issued on October 29, additional municipal commissioner Milind Meshram instructed officials across all NMC zones to identify and dismantle unauthorized stalls that obstruct public spaces. These stalls not only hinder pedestrian and vehicle movement but also create significant safety hazards due to the explosive materials they contain.

Despite the NMC's efforts, the persistence of these illegal outlets raises questions about enforcement and coordination among local authorities. The civic administration has mandated zonal officials to provide detailed reports on actions taken, including the number of stalls removed and materials confiscated. With the potential for dangerous incidents looming, it is imperative for civic and police authorities to act decisively to ensure public safety before any disaster occurs.
