In Nagpur, over 1,700 vehicle owners have faced fines for failing to install High-Security Registration Plates (HSRP) on their vehicles. The Regional Transport Office (RTO) has been actively enforcing this regulation since July 1, imposing a penalty of ₹1,000 for each vehicle found without the mandatory plates.
The Nagpur district is home to approximately 1.34 million registered vehicles. Within the MH-49 jurisdiction, there are 259,734 registered vehicles, of which only 237,056 have been fitted with HSRP. In the MH-31 jurisdiction, out of 244,581 registered vehicles, 220,689 have complied with the HSRP requirement. This indicates that nearly 40% of vehicles in Nagpur are still awaiting installation of the new plates, despite the state transport department extending the deadline multiple times.
Kiran Bidkar, the Regional Transport Officer for Nagpur city, clarified that vehicle owners who have registered for HSRP and scheduled an installation appointment will not be penalized. He stated, "If a person completes the registration and presents the receipt, no enforcement action will be taken against them." This provision aims to encourage compliance among vehicle owners who may have faced delays in the installation process.
The push for HSRP is part of a broader initiative to enhance vehicle security and reduce vehicle-related fraud. The government has emphasized the importance of HSRP in ensuring that vehicles can be easily tracked and identified, which is crucial for law enforcement and public safety. The ongoing non-compliance among a significant portion of vehicle owners raises concerns about the effectiveness of the outreach and education efforts regarding HSRP.
Looking ahead, the RTO is expected to continue its enforcement actions while also working on strategies to improve awareness and facilitate the installation process for vehicle owners. The transport department may consider further extensions to the deadline if a substantial number of vehicles remain uncompliant as the situation evolves.
