Ukrainian President Volodymyr Zelenskyy has announced that Ukraine is prepared to participate in trilateral discussions with the United States and Russia this month. This statement was made during a press conference held in Kyiv alongside German Chancellor Friedrich Merz, where Zelenskyy emphasized the urgency of resuming talks aimed at concluding the ongoing conflict that has persisted for over four years.

The backdrop to this announcement includes a pause in US-led ceasefire negotiations, which had been interrupted following Washington's military actions in Iran. However, Zelenskyy indicated that the US is now advocating for technical-level discussions to take place by the end of October. He confirmed that the United Arab Emirates, a previous host for diplomatic talks, is once again a potential venue for these discussions, alongside other locations proposed by the US.

Zelenskyy noted that he had communicated Ukraine's readiness to the US, stating, "I confirmed to [the US] that our side is ready to support this timeline." The Kremlin has also acknowledged the possibility of three-way talks occurring this month, although both Russia and Ukraine have signaled intentions to intensify military operations against each other.

As winter approaches, Russia has been targeting Ukraine’s energy infrastructure, a strategy that previously resulted in significant power outages during harsh weather conditions. Zelenskyy expressed his astonishment at Russia's ongoing escalation of hostilities, particularly its attacks on civilian infrastructure, including data centers and mobile networks. He remarked on the brutality of Russia's tactics, indicating a deep-seated animosity towards Ukraine.

In addition to the US's renewed involvement, India has expressed its intention to play a more significant role in mediating the conflict. During a speech at the Munich Security Conference in New Delhi, Indian Foreign Minister Subrahmanyam Jaishankar highlighted India's increased engagement in discussions related to shipping security in the Black Sea, as well as broader issues concerning grain and energy exports. Jaishankar indicated that India is looking to expand its diplomatic efforts beyond these immediate concerns.
