In a decisive move, security forces in Manipur have taken control of a designated camp belonging to the Kuki Suspension of Operations (SoO) groups after discovering that it was housing 17 individuals allegedly impersonating registered members. This operation marks a significant first in the ongoing conflict, highlighting the increasing scrutiny of SoO camps in the region.

The Kuki National Organisation (KNO) and the United People’s Front (UPF) signed the tripartite SoO agreement with the Manipur and central governments back in August 2008, which included 25 rebel outfits. The recent takeover of the Sinai camp, located in Kangpokpi district, has raised questions about the integrity of these agreements. A leader from the Kuki civil society confirmed the operation, although attempts to reach SoO leaders for comments were unsuccessful.

According to the Manipur Police, the operation was a collaborative effort involving the Manipur Police, the Central Reserve Police Force’s Quick Action Team, and the Commando Battalion for Resolute Action. During the verification process at the Sinai camp, authorities found that 17 individuals were using false identities to pose as registered SoO cadres, specifically eight from the Kuki National Army (KNA) and nine from the Kuki Liberation Army (KLA). All 17 were arrested, and a significant cache of weapons was seized, including 24 firearms and 38 magazines, along with explosives and communication equipment.

The police have registered a First Information Report (FIR) under various legal provisions, including the Arms Act and the Explosive Substances Act, and all arrested individuals have been remanded to police custody for eight days. Ongoing investigations are focusing on the involvement of camp functionaries and the implications of impersonation and unauthorized possession of arms, as well as violations of SoO ground rules.

In light of these developments, security forces are reportedly planning to inspect all 14 SoO camps located in Kuki areas. Manipur's Home Minister Govindas Konthoujam stated that the SoO agreement with Kuki armed groups has not been extended, which suggests that security operations against suspicious camps will continue in accordance with legal frameworks. The minister noted that the agreement lapsed in early September, emphasizing the need for vigilance in a region marked by conflict involving various rebel groups.
