Cabinet size now stands at nine, with a limit of ten under current regulations
On October 27, 2026, the Jammu and Kashmir government, led by Chief Minister Omar Abdullah, expanded its Cabinet by adding four new ministers. This move brings the total number of ministers to nine within the Union Territory. The oath of office was administered by Lieutenant-Governor Manoj Sinha at Lok Bhavan in Srinagar, where Ali Muhammad Sagar, Shameema Firdous, Mir Saifullah, and Altaf Kaloo took their oaths.
Ali Muhammad Sagar, a seasoned politician representing the Khanyar constituency, has previously served as a minister and is well-known within the National Conference (NC). His return to the Cabinet follows a successful election in 2024, where he and his son secured two seats in the Srinagar district. Shameema Firdous, representing the Habba Kadal constituency, becomes the second woman in the Cabinet, joining Sakina Itoo from Kulgam.
The inclusion of Altaf Kaloo enhances representation from south Kashmir, while Mir Saifullah strengthens the party's presence in north Kashmir, which is considered a stronghold for the NC. This reshuffle comes after the removal of Satish Sharma, an Independent minister from Jammu province, reflecting ongoing political dynamics in the region.
The National Conference, which won seven out of eight seats in the Srinagar district during the 2024 Assembly elections, continues to navigate its coalition with the Congress party, which has opted to refrain from participation until statehood is reinstated. The current Cabinet is operating under the stipulations of the Jammu and Kashmir Reorganisation Act, 2019, which limits the Council of Ministers to 10% of the 90-member Assembly.
Looking ahead, the Abdullah administration will focus on governance and addressing the needs of the constituents, particularly in light of the recent changes. The political landscape in Jammu and Kashmir remains fluid, and further developments are anticipated as the government seeks to stabilize its Cabinet and respond to public expectations.
