The investigation has invoked the Unlawful Activities (Prevention) Act, with the Anti-Terrorism Squad taking over.

On October 12, an arson incident outside the historic Kadavumbhagam Synagogue in Kochi was identified as a preliminary act in a broader terror plot, according to Kochi City Police Commissioner Kaliraj Mahesh Kumar. The attack, executed by 32-year-old Ebin Paul, involved setting fire to Blossom Nursery, located directly across from the synagogue, and was recorded on his mobile device before he fled the scene.

The police commissioner described the incident as a 'test case' for Paul, who was reportedly tasked with proving his capabilities before being considered for more significant operations. Investigations revealed that Paul was not acting alone; he had a handler who provided him with specific instructions and financial support through cryptocurrency. Authorities noted that Paul had previously conducted similar attacks in the Muvattupuzha area of Ernakulam district.

Further investigations indicated that a terrorist organization orchestrated the attack, with Paul allegedly involved in identifying targets for future attacks in other states. The police have shared intelligence with the relevant state agencies regarding the potential threats. Commissioner Kumar emphasized the seriousness of the situation, stating, 'This is not a simple arson. The picture is much larger,' highlighting the involvement of central intelligence agencies from the outset of the investigation.

In response to the gravity of the situation, the Unlawful Activities (Prevention) Act (UAPA) was applied to Paul on October 23, and the Anti-Terrorism Squad (ATS) has since taken over the investigation. The police commissioner also mentioned that specific intelligence reports have not been disseminated to various state and central agencies.

Ebin Paul, a design graduate from Vadayampady near Puthencruz, was reportedly undergoing treatment for depression and was working from home. Investigators discovered that he communicated with a contact labeled 'Boss' on the messaging platform Telegram, and he mentioned a person named 'Vikram' as his instructor. Authorities are currently verifying the identities of these individuals. Paul remains in judicial custody, and forensic analysis of his mobile phone has revealed critical information about his handler linked to a banned terrorist organization.
