The Jammu and Kashmir government has initiated an inquiry following allegations against an IAS officer who reportedly used abusive language towards a female officer during an official meeting on October 15, 2026. Chief Minister Omar Abdullah described the officer's behavior as unacceptable and not reflective of the standards expected from senior officials. He expressed his concerns directly to the J&K Chief Secretary, emphasizing the need for accountability in such matters.
The incident has drawn significant attention, as the officer in question, identified as Ranjan, is said to have verbally assaulted Beenish Wani, an Assistant Director in the Employment Department, during a review meeting for the Mission Yuva scheme. Abdullah noted that had Jammu and Kashmir been a full state, the officer would have faced immediate suspension pending an inquiry. Mandeep Kaur, the Commissioner-Secretary of the Housing and Urban Development Department, has been appointed to lead the investigation and is required to submit her findings within 15 days.
In response to the incident, the General Administration Department of J&K issued a circular reiterating the importance of maintaining high standards of conduct among government officials. The circular explicitly instructs all staff to refrain from using derogatory or threatening language. The backlash from the incident has been swift, with local officers and political leaders voicing their outrage. National Conference president Dr. Farooq Abdullah stated that such behavior would have resulted in immediate dismissal during his tenure.
The JKAS Association organized a one-day pen-down strike to protest the treatment of the female officer, highlighting the need to uphold the dignity and respect of women in the workplace. Former Chief Minister Mehbooba Mufti also condemned the officer's conduct, calling for immediate action from the Government of India, especially given the officer's previous allegations involving illegal gun licenses.
As the inquiry progresses, political leaders, including Tariq Hameed Karra of the J&K Pradesh Congress Committee, have urged for thorough investigations and appropriate actions against the officer if the allegations are confirmed. The BJP has also expressed disapproval of the IAS officer's language but cautioned that the work culture in J&K has evolved since 2019, indicating a shift in expectations for government conduct.
