Assam has witnessed a significant rise in police encounters since May 2021, raising concerns among human rights organizations.

In a significant development, Ghanakanta Gogoi, the primary suspect in the Guwahati hotel shooting that claimed five lives on October 26, was shot dead in an alleged police encounter early on November 4, 2026. The incident occurred around 3:10 a.m. in Phulpanichiga, Sivasagar, while police were transporting Gogoi from Guwahati to Sivasagar in connection with a separate bank fraud case.

According to Sivasagar's Senior Superintendent of Police, Papori Chetia, Gogoi requested a stop to relieve himself, during which he attacked the police escort and attempted to flee. In the ensuing struggle, he allegedly tried to seize an officer's service revolver, resulting in three shots being fired, injuring one officer. The police, aware of Gogoi's criminal background, took necessary precautions, leading to the use of lethal force to prevent his escape.

Gogoi had been in police custody following his arrest shortly after the hotel shooting, where five individuals were killed, including Bhudev Bharali and Helena Bharali. The Assam Police had formed a Special Investigation Team (SIT) to probe the incident, which was believed to be linked to a dispute over the hotel’s lease and financial arrangements. Gogoi had leased the hotel from the Bharalis in September 2025, and the investigation is also looking into how he acquired the firearm used in the shooting.

The police encounter that led to Gogoi's death is part of a troubling trend in Assam, where alleged police encounters have surged since the current Chief Minister took office in May 2021. Reports indicate that there have been over 210 police encounters resulting in more than 80 fatalities and numerous injuries. Human rights organizations have raised alarms over the increase in such incidents, noting a dramatic rise in police shootings compared to previous years.

Looking ahead, the Assam Police will likely face scrutiny regarding their handling of suspects and the protocols followed during encounters. The ongoing investigation into the hotel shooting and the circumstances surrounding Gogoi's death will be closely monitored by both the public and human rights advocates, as calls for accountability and transparency in law enforcement practices continue to grow.
