The GST Council is preparing to unveil a comprehensive reform package known as GST 2.0, which focuses on streamlining various processes, including faster registration and easier refunds. This initiative follows extensive consultations involving eight rounds of working group meetings and three national coordination committee discussions, culminating in a consensus that will be presented by Union Finance Minister Nirmala Sitharaman on Wednesday.

The primary goal of these reforms is to simplify the business environment, particularly for small enterprises, by leveraging technology to reduce bureaucratic discretion and litigation. A notable proposal includes a mandatory response time of 10 days for refund and registration applications, aimed at enhancing efficiency and reducing transaction costs for businesses.

In this round of reforms, the GST Council will not address tax rate changes but will instead focus on improving processes at all stages where businesses interact with tax officials. This includes registration, filing returns, claiming refunds, and addressing demands. Additionally, the Central Board of Indirect Taxes and Customs (CBIC) is working on a framework to facilitate easier compliance for businesses operating in multiple states, moving towards a faceless audit and adjudication system.

One of the most significant changes proposed is the decriminalization of certain tax offenses, which would shift the power to arrest from officials to the courts. This aims to resolve disputes through civil measures rather than criminal penalties. The Council is considering raising the threshold for prosecution from ₹1 crore to ₹5 crore and reviewing sentencing guidelines to eliminate minimum sentences for minor offenses.

Looking ahead, the GST Council's reforms are expected to have a profound impact on the business landscape in India. By simplifying registration processes and expediting refunds, the initiative aims to foster growth and reduce the compliance burden on businesses. Public consultations on the proposed framework by the CBIC will further engage stakeholders, ensuring that the reforms effectively address the needs of the industry.
