The Delhi government has introduced a winter action plan to combat air pollution, effective from November 1.

On October 21, 2023, Delhi experienced a significant decline in air quality, with the Air Quality Index (AQI) soaring from 179 to 244, categorizing the air quality as 'poor.' This alarming shift prompted the Commission for Air Quality Management (CAQM) to activate Stage 1 measures under the Graded Response Action Plan (GRAP) across the National Capital Region (NCR) effective immediately.

The decision to implement GRAP-1 was made by a sub-committee after assessing the current air quality, weather forecasts, and pollution levels. The India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM) have projected that Delhi's AQI is expected to remain in the 'poor' category for the foreseeable future, raising concerns about public health and environmental safety.

Under GRAP-1, several restrictions have been put in place to mitigate pollution. Notably, the use of coal and firewood in tandoors at hotels, restaurants, and open eateries is now prohibited. Additionally, the operation of diesel generator sets is restricted, although exceptions are made for emergency and essential services. The CAQM has instructed relevant agencies across the NCR to enforce these measures promptly and has called on citizens to comply with the restrictions to prevent further deterioration of air quality.

The GRAP framework consists of a series of escalating measures that are activated based on the AQI levels. Stage 1 is triggered when the AQI falls within the 'poor' range of 201 to 300, while subsequent stages impose stricter regulations as pollution intensifies. Stage 2 addresses 'very poor' conditions (AQI 301-400), Stage 3 targets 'severe' levels (AQI 401-450), and Stage 4 applies when the AQI exceeds 450.

In addition to GRAP-1, the Delhi government has unveiled a winter action plan aimed at tackling air pollution, set to commence on November 1 and continue through February 28. This plan includes a ban on vehicles registered outside Delhi that do not comply with BS-VI emission standards and a 'No PUC, No Fuel' policy, which prevents vehicles without a valid Pollution Under Control certificate from purchasing fuel. Other initiatives involve restrictions on construction activities, monitoring the transport of construction materials, and promoting public transport and electric buses to enhance air quality during the winter months.
