The Maharashtra government has announced a Standard Operating Procedure (SOP) designed to facilitate the establishment of new skill-based institutions and satellite centres affiliated with the Ratan Tata Maharashtra State Skill University (RTMSSU). This SOP is set to be implemented starting from the academic year 2027-28, marking a significant step towards enhancing vocational education in the state.

Under the new guidelines, institutions interested in gaining affiliation must submit their applications by September 30. Following this, RTMSSU will evaluate the proposals and forward eligible ones to the state government by November 30. The government will then issue Letters of Intent (LoIs) by January 31, with institutions required to submit compliance reports by the same date. RTMSSU will review these reports and send eligible proposals to the government by May 1, with a final decision expected by June 15, according to a government resolution issued last week.

Mangal Prabhat Lodha, Maharashtra's Minister for Skill, Employment, Entrepreneurship, and Innovation, emphasized the initiative's goal of creating an ecosystem that integrates education, skills, and employment. He noted that the expansion of RTMSSU's network to include 50 colleges across Maharashtra aims to make skill-based education more accessible, thereby equipping students with industry-relevant skills that enhance their employability.

The government resolution outlines a five-year perspective plan developed by RTMSSU, which will identify potential locations for new skill institutions. Priority will be given to areas with low gross enrolment ratios, including tribal, hilly, and remote regions. Applications will be accepted exclusively online, and proposals for locations not included in the plan will be disregarded.

To ensure the quality of new institutions, expert committees appointed by RTMSSU will conduct physical inspections of the proposed sites, verifying infrastructure and compliance with requirements. The SOP mandates that the university is responsible for ensuring that only complete and compliant proposals are recommended to the government, thereby maintaining high standards in skill education across Maharashtra.
