The state government aims to address issues related to fraudulent transactions involving fake witnesses and fictitious parties while minimizing manual intervention during the registration process. The Registration and Stamps Department, which operates under the Revenue Department, will oversee the official documentation for immovable property. Additional verification mechanisms, such as iris-scanning, may be introduced if fingerprint authentication fails.

For those applicants who do not possess an Aadhaar number, the rules provide a clear pathway. They will need to present proof of their Aadhaar enrolment application alongside another government-issued identity document and valid proof of their relationship with other parties involved in the transaction. The registration process will only be finalized after thorough verification of the submitted documents and identity details, ensuring that the lack of an Aadhaar number does not hinder legitimate property transactions.

This new requirement aligns with Maharashtra's broader digital identity verification efforts in property registration. It is part of a national initiative to modernize land and property records through the Digital India Land Records Modernisation Programme 3.0, which includes plans for digitizing land records and creating a unique Bhu-Aadhaar identifier for land parcels.
