Nagpur Police's anti-drug initiative, Operation Thunder, has been recognized as a practical case study for UPSC General Studies Paper III, focusing on internal security and organized crime. Launched under the leadership of former Commissioner of Police, Dr. Ravinder Kumar Singal, this operation has made significant strides in combating drug trafficking in the region.

During the campaign, police reported the registration of over 1,000 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. A total of 1,438 individuals were apprehended, and drugs valued at approximately Rs 22 crore were confiscated. The haul included around 1,500 kg of ganja, worth Rs 3.36 crore, and nearly 17 kg of mephedrone, valued at over Rs 11 crore. Dr. Singal emphasized that addressing drug trafficking requires a collaborative effort beyond law enforcement.

Dr. Singal stated, "Drug trafficking is not only a law-and-order issue. It affects families, youth, and society as a whole." The operation aimed to dismantle the supply chain by targeting the financial networks associated with drug trafficking rather than merely arresting street-level dealers. He noted, "If we only arrest one peddler, another person can take his place. We have to reach the people controlling the supply chain."

The initiative also prioritized prevention through awareness campaigns in schools and colleges, reaching over five lakh students. Additionally, anti-drug pledge drives and outreach programs were conducted in economically disadvantaged neighborhoods. Dr. Singal highlighted the importance of educating young people about the risks of addiction before they encounter drugs, stating that community involvement is crucial in identifying at-risk youth.

Operation Thunder serves as a contemporary example for civil service aspirants, illustrating the necessity of a multi-faceted approach to combat drug trafficking. Dr. Singal pointed out that sustained action against drugs requires not only arrests but also public participation, inter-agency coordination, and a focus on the financial structures underpinning organized crime. This case study provides valuable insights into the complexities of drug enforcement and the importance of community engagement in addressing this pressing issue.
