The Indian government is projecting that it will meet its net tax revenue target of Rs 28.7 lakh crore for the financial year 2026-27, despite anticipated shortfalls in excise duty collections. Senior government officials have indicated that increased revenues from direct taxes, goods and services tax (GST), and customs duties are expected to compensate for any losses in excise duty income.

The Union Budget has established a gross tax revenue estimate of Rs 44.04 lakh crore, with net tax receipts targeted at Rs 28.7 lakh crore. This optimistic outlook is based on the expectation of enhanced revenue generation across major tax categories, which is anticipated to mitigate the impact of weaker excise duty receipts. Direct tax collections have shown significant growth, with net collections rising by 18.3% year-on-year to approximately Rs 11.25 lakh crore as of October 10, 2023. This includes personal income tax receipts of Rs 5.98 lakh crore and corporate tax collections of Rs 4.94 lakh crore.

The growth in direct tax collections marks a notable improvement compared to the previous fiscal year, where collections rose only 5% to Rs 23.39 lakh crore, falling short of revised estimates. For FY27, the government has budgeted direct tax collections at Rs 26.97 lakh crore, indicating a substantial increase from the previous year's actual figures. Sustaining this growth momentum will be crucial for meeting the annual revenue target.

GST collections also play a vital role in supporting the government's revenue goals. In September, gross GST revenue increased by 14.7% year-on-year to Rs 2.04 lakh crore, maintaining a level above Rs 2 lakh crore for the third consecutive month. Collections from April to September rose by 11.6% to Rs 12.46 lakh crore, providing a solid foundation for overall revenue generation. Customs collections are expected to further alleviate pressure on excise revenues, with stronger import-related tax receipts contributing to indirect tax collections.

The potential shortfall in excise duty collections remains a concern, particularly following changes in fuel taxation announced in March. Reports suggest that reductions in petrol and diesel excise duties could lead to a revenue loss exceeding Rs 1 lakh crore in FY27, even after considering additional revenues from fuel export taxes. The government's broader revenue outlook is critical for its fiscal consolidation plans, with a fiscal deficit target of 4.3% of GDP set for FY27 and a focus on capital expenditures of Rs 12.22 lakh crore.
